Obtain a Wind Gem, a Chakra Shard, Ryo and fragments. Rising Wind follows Chakra Pellet. Progress through Gale Palm and Wind Tornado; the later split allows both Wind Discs and the Rasengan branch.

- Find the Tempest Tutor from The Expanse and accept the quest.
- Complete all three challenges in any order. Rasengan practice also contributes Wind experience.
- Return for the Wind Scroll and use it to unlock Rasenshuriken.
